PARAMARIBO / GEORGETOWN — Corruption and political victimization within the Neighbourhood Democratic Council (NDC) in Region 6 (East Berbice-Corentyne) are reaching alarming proportions, marked by blatant violations of Guyanese statutory laws. The Aardbol Nieuws network has uncovered shocking new details in an ongoing land grabbing case involving an entrepreneur based in Suriname. Head of the NDC Rajin Khemraj and his second-in-command, locally known as "Smiley," are reportedly systematically rejecting legitimate notarized documents. Instead, they are basing their executive decisions on a loose, verbal claim via a phone call from a woman currently residing illegally in the United States.
The dispute centers on two strategically located plots of land in #55 Village (Corentyne, Berbice)—an area that has been exclusively occupied and maintained by the Surinamese entrepreneur’s family for decades. Although the victim possesses undeniable, legally certified proof of ownership, the NDC officials refuse to conduct any objective verification. Instead, they hide behind a vague explanation regarding a phone call allegedly received from a certain "Chitra," an undocumented migrant in America. This woman claims to hold the property papers and has since executed an illegal sale of the land to an outsider.

Irrefutable Evidence vs. 'Telephone Claims'
The Surinamese entrepreneur personally approached Khemraj and "Smiley" to clarify the situation and present his case. However, the NDC leadership flatly refused to review his dossier. Investigations reveal that the officials do not even know the entrepreneur's name or the exact nature of the documents he brought forward. Their outright refusal strongly points to public corruption, especially since the plots have already been fraudulently sold to a third party who holds no legitimate title whatsoever.
Aardbol Nieuws has verified that the victim is in possession of the following legally binding evidence, which grants him absolute protection under the Deeds Registry Act (Cap. 5:01) of Guyana:
- A Valid Deed of Transfer (Transport): The official title deed, judicially passed and registered at the Deeds Registry, remains uninterrupted under the name of the entrepreneur's grandfather. Under Guyanese law, a Transport constitutes indefeasible, absolute ownership that cannot be overturned by an NDC official.
- An Official Cadastral Map (Perceelkaart): This certified document, executed by a sworn Land Surveyor, proves that the entrepreneur and his family have continuously occupied, cultivated, and maintained the plots for over 30 years, fulfilling the grounds for undisturbed possession.
- Approved Building Plans: Legitimate architectural blueprints intended for the construction of a residential home on the property, compliant with local building codes.
Furthermore, the NDC has never issued a formal written warning, notice, or a statutory stop-work order to the entrepreneur. The prohibition preventing him from building on his own land has been delivered strictly verbally, based entirely on administrative whim and constituting a severe abuse of power.
Illegal Sale Without Title Transfer and Tax Fraud
The actions of Rajin Khemraj and "Smiley" expose an illicit network of land speculation. The fugitive "Chitra" sold the land without ever having a deed of transfer (Transport) registered in her name. In Guyana’s official land registry, she is a complete stranger to this property. Under the laws of Guyana, a person cannot sell or transfer property they do not legally own (Nemo dat quod non habet).
Despite this, on January 2, 2026, Khemraj explicitly instructed an outsider to pay the property rates (local taxes) for these specific plots. This is a deliberate and corrupt tactic by the NDC to retroactively grant the illegal buyer a semblance of legitimacy. By blocking the rightful Surinamese owner from making tax payments, Khemraj is violating the Local Government Act (Cap. 28:01), which dictates that rates must be assessed and collected strictly from the registered owner or lawful occupier.

A System of Impunity and Political Victimization
This case highlights how deeply entrenched corruption has become within Guyanese districts, where local NDC offices function as lawless strongholds for the ruling PPP. The ministry responsible for local government continues to block the Surinamese entrepreneur, refusing to process his formal complaints.
Local sources within the Aardbol Nieuws network report that this case is not an isolated incident. Rather, it fits into a broader pattern of political intimidation across Region 6. Citizens who refuse to attend ruling PPP party meetings or who openly express alternative political views face administrative harassment, blocked permits, or direct infringement upon their constitutional property rights under Article 142 of the Constitution of Guyana, which protects citizens against the compulsory acquisition of property without compensation. All attempts by the victimized entrepreneur to formally raise the issue with the minister are being systematically blocked.
An Appeal to International Human Rights Organizations
The Surinamese-Guyanese community is now openly describing the situation as a total "banana republic," where statutory laws and judicial orders are entirely subverted by the whims of political cronies. Aardbol Nieuws makes an urgent appeal to international human rights organizations and independent overseers to launch a thorough investigation into the corruption, political victimization, and illegal land expropriation occurring in Berbice. The impunity with which these NDC staff members operate must be dismantled to restore legal certainty for both citizens and foreign investors.
